I think the first charge is one to validate the payment option itself, this should be a 1 time only validation.

This is known as an authorization charge for veriffying the card owner information to the linked card this charge should go back into your financial insituation's account you own with them with 3-5 days depending on how fast their turn around times are.

The second charge as my fellow ambassador has mentioned is a actual charge for the service you authorized with your card.

Have you tried restarting your PC and make sure your PC have the lastest Windows update? If you have Game Pass Ultimate you shouldn't have to pay anything extra. That want Game Pass Ultimate is. Also, make sure your using the same Microsoft account for
Xbox on the Microsoft store. Go into the Setting of Xbox Beta App and what account do you see? Do you see your account?
