    So today I downloaded the Xbox app to change my gamertag and gamerpic. It said my account needed to be an adult to choose a custom picture and the “change gamertag” option wouldn’t appear when I clicked Customize. So, I went on my Xbox and used a parent
    account to change my privacy and online thing (in settings) from teen to adult, and it still won’t let me change either tag or picture. Does anyone know what I’m doing wrong?

    Unfortunately, the "adultness" of an account is determined by the date of birth that you entered, when you created the account.

    Not even a parent account can set your account to "adult". They can only set up online and privacy settings "as if" it were an adult account, but it still is a child account, with some restrictions (like adding a custom gamerpic).

    So you really have to wait until your Account becomes a "real" adult account after it reached legal adult age according to the birth date entered.

    There are 2 things that make your account a child account.

    1. The date of birth when your account was originally setup.

    2. Being in a family as a child account.

    By the sound of things if you had to sign into a parent account to change your privacy settings then you are in a family as a child account.

    If your date of birth when your account was originally setup is still under the age of majority (18 in most countries of the world) Then at least in the USA by law you have to have a parental account to agree to the Terms of Use (TOU).

    The TOU is considered a contract between Microsoft (MS) and whoever is signing up for the service and by law someone under 18 can not sign a contract.

    With all of that being said one of the requirements to put a custom gamer pic on profiles is for the account to be an adult account (not just changing the privacy and online safety settings).

    So until your Date of birth reaches 18 and you are removed from the family as a child account unfortunately you will not be able to set a custom gamer pic
