Changing address under MS Account for Payment or Address Book leaves state in Lower Case

I'm changing my address to include the plus 4 digits on zip code. When this is saved for a payment method, you can see that the state is changed to lower case letters. This appears to cause an issue with the Xbox 360 as when you look up that payment method, the State dropdown is cleared out. If you try to save the state, then it will complain about the plus 4 on the zip code.

I am unable to get out of this loop and unable to make any purchase on the Xbox 360.

Not sure when this broke. Could have been when PP was removed as a payment option.

I have determined that the address change is not the issue. I can purchase items from the XBox 360 with a credit card but not with my Microsoft Account balance. There must be some other odd thing going on with that.

Since the issue is about Microsoft Account balance, there is a possibility that the currency is not the same. We cannot do verification here however, if you need help for that, we recommend you reach out our live support team.

Scroll down and look at the lower left side if you can see the page matches the country/region you are currently located.
If not, please select the country/region it is showing and select the correct one among the lists.
Make sure to use to check the available contact times of the support.
Select the "Contact Us" button
Select the drop-down menu options that will match your concern.
The next window will provide you with support articles based on your request and we recommend reviewing the relevant articles before selecting the "See contact options" button.
On the final window, you will be presented with multiple options. We suggest selecting either the "Chat online" or the "Request a call" options to speak with someone. Be sure to provide as much detail as possible.

When going onto account.microsoft.com you would sign into your account and across the top there is a menu choice for payment and billing you would go there and click on address book and would then want to change the address under billing info.

What you are going to want to do is this Sign into your account at account.live.com and go to payment and billing then address book there should be a choice there to add a new address and under the country it should give you a choice for Guam and you can
put your address and everything in there.
