Like Bob said there is no way to merge two Microsoft accounts together but if you have an existing email that is not related to Microsoft or you want to create a new Microsoft alias, you can follow the steps on this page

Now to change the Live/Microsoft account you used for your Windows PC to the one you are using for your xbox one console you will have to contact Windows PC support for that because Xbox support would not be able to change that.
