Caps lock is Stuck on Messaging and #'s are symbols now

So I got a message from Xbox Live on Xbox saying messenger will be getting overhauled in May. Now my messaging works when I hard reboot my Xbox One X for a little while, then it turns it over to just Capital letters and symbols instead of numbers. It looks
like lowercase letters on the chat when selecting, but it puts capital. As well as the numbers are showing, but it places symbols instead as if the chat box is toggled to them.

I have moved my plug-in from a surge protector to the wall outlet like instructed by someone on xbox help.

I have tried a second controller.

I have hard reset the Xbox One X 4 times now. It works when I reset, but it reverts back eventually.

The Xbox message I received about messaging being redone is:

Monday - Hello Xbox Gamer! Xbox messaging services will receive an update in May. Unfortunately, this means that all previous group messages will be lost in the transition. If you want to back up any group messages, you can copy/paste them from Xbox.com for
a limited time. If you wish to review your messages - xbox.com/messages

Now I'm not sure if its related to my issues or not, but I wanted to point that out.

Update your controller and then hard rest your console.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

Check your controller’s button mapping settings

If you are seeing unexpected controller behavior across all game and apps, it could mean your controller button configuration has been changed. To check your current controller button settings:

Press the Xbox button to open the guide.
Under System, select Settings.
Under Kinect & devices, select Devices & accessories.
On the Xbox One Wireless Controller screen, select Configure.
Carefully review the current mapping for each of the buttons on your controller. You can also select Restore to default to set the controller back to its original button mapping.
