Can't use Xbox 360 dashboard features

So I just got a 360 today and when I set it up I noticed that I can't use certain features like download apps and alot of other stuff and I think it's due to the discrepancy between the locale in the settings and my physical location. I am in Malta and
there is no option in the locale for that, if I set it to other I still can't use the features. Any way around this except possibly a VPN? Although I don't know how to forward the ports to a console.

There's no way around region locking. Unfortunately in regions where Live is not supported, you cannot use all of the features. Using a different account region will not work because your account region and physical region have to match.

Use of a VPN to circumvent region restrictions would violate the terms of service and put you/the console at risk for being banned.

My favourite feature is that the console doesn't abruptly sign you out of Xbox Live every time there is an update required like with the Xbox 360 (Xbox Live Updates).

My least favourite feature is no voice messaging even to other Xbox 1 users

(and that Xbox 1 can't do like half the stuff Xbox 360 can do (change UI background with a pic/theme, battery indicator, recent players list, bio/motto/location in profile, USB support videos/pics no external HDD support so far, no access to the consoles
HDD, laggy Dashboard when using the controller, compared to 360's current Dashboard. I love the 360 Dashboard its really easy and fun even for kids. Xbox 1's Dashboard isn't as user friendly as Xbox 360's current UI).

the xbox one dashboard it's different from the 360 one and uses a custom version of win10. they wanted to make the dashboard different from the past and make it similar to win10. There are avatars and some features are in the preview program. I don't understand
what features are not present on the xone that were on the 360.
