Can't Use Wallpapers Downloaded from Edge & Saved in Downloads Folder for Background Image?

There's a free app called "Files&Folders Lite". It does take some getting used to, but it works. I can once again download wallpapers on Edge and set them as a background.

[/quote]you can't, 360 does not allow downloads of any type, Need A PC and transfer a pic to USB and set it that way.

I should clarify that my previous post was in reference to being able to set the dashboard background/wallpaper from images on a usb, not an actual "theme" which would change more than just the wallpaper.

I recommend putting the desired wallpaper on a USB 3.0 drive and then plugging that into the Xbox.

How to change your Background on Xbox One

  1.Download your chosen Wallpaper to a USB Drive
  
  2.Insert the USB drive into the Xbox One and open the Media Player app. Select File Explorer, choose that device, then select your image
  
  3.When it's displayed, press the Menu button on your controller and select "Set as background"
  

If you download the images to a USB drive and then plug it into your Xbox you can use the pictures for your background. You will need to download the Media App to use the USB drive. Also you can save them to your Onedrive and then download them that way.
