Can't use a password to 3 month of subscription or my money on the microsoft account

You can't pay for xbox live with your account money.

You need an actual 1month,3 month,12 month subscription card or pay via credit/debit card.

I made the outlook.com account and I use my app password, and it also didn't work. It still says the same thing. (Btw, I had to cancel my 3-month subscription because of this)

You can only buy it with a credit/debit card or paypal account or use a actual live subscription card which come in 1,3 & 12 month subscriptions.

Xbox Support can't help you to reset the password or recover the account, and one of those you will need to do to get access to your account, you will need to use the options to reset or recover on this link:

Xbox Support can however cancel the subscription, to contact them use
support.xbox.com/contact-us

Okay then, you'll need to use this page:
support.xbox.com/.../forgot-microsoft-account-password and fill out an account recovery form. Take a look at the "I can't use any of the password reset options" section and it will walk you through how to fill out the form.
