can't start conversations in message center?

I'm totally blind and was hoping to use the message center to thank people for sending me gifts in games, I went to my profile found privat messages and hit start a conversation it said I don't have permission to access this page any idea why? next I'll
see if narrator will actually let me send one from the xbox its self but the thing you get when you press start and select doesn't read one bit. should prob find somewhere to suggest they fix that, as it is a major issue when creating accounts on games and
actually typing usernames and such

it falls under accessibility which includes low vision and blind right along with zoom, and magnifier though I don't no if xbox1 has either I would assume so

We understand this is confusing but want to help as best as possible. Now, I know our Ambassador mentioned a communication ban, when you went to
Enforcement page did you see a suspension?

If not, try going to Xbox.com and visit our
Xbox Messages Page after signing in. Check to see if it will allow you to send a message to others.

it could be, but I've never ever ever posted anything to anyone so it seems unlikely
