Can't signup to ID@Xbox

Hello,
when I try starting the registration process of my game dev company (UK registered) with ID@Xbox, the first step is to login with a Microsoft account (which I freshly created with the "xbox at pixelrats dot com" address. But as soon as I do that, I get an error screen saying "Access Denied, your company already has an account with ID@Xbox" and I can't do anything else.
This is quite puzzling, so any help would be appreciated.

"Xbox Live Signup is not available."

This doesn't make sense because I am 100% sure that I selected "Associate Gamertag with a different Windows Live ID." Not "Create a new Account."

Checking the console id with your account has no bearing if it is banned or not

You have to check enforcement.xbox.com

The best check would.be signin on the console with yoir account this doesnt mean it wouldnt be banned in thr future but current bans would show

Adding yoir console id to your devices is only for warramty purposes not for online signup
