As mentioned it's only a subscriber option

Should be noted the reason why is that the home console isn't a roaming option

Because you are signing into azure xcloud servers not your xbox when you are using cloud

That means you cant roam onto your cloud

You can however if the rumours are true sign up for the family subscription when it comes out

Saved games are automatically stored in the cloud while you're connected to Xbox Live. You don't have to select cloud storage. If you sign in to a different Xbox One console, your saves are available from that console when you sign in with your Xbox profile.

You don't need a gold membership anyone who is signed up for the Xbox Live service can store their saved games in the cloud

I am having the same issue. I have my 360 still and that doesn't help as it says "Items on another Xbox are waiting to be uploaded for this game or app. To use cloud storage, sign in to the Xbox you last played on and upload the items to the cloud." referring
to my Xbox one. So I cant even start a new game. There is another forum on this where more people are having this issue with Dark Souls but i haven't got a response yet.
