Cant sign in (error code:0x801901f4)/ add new accounts to my xbox one

Around 2 days back when i got back on my Xbox one i could not sign in and received an error code: 0x801901f4 i read online that it could be fixed by removing account so i factory reseted the console with the keep my games option to get rid of the accounts
now when i try to add new account i get two loading screens and then i am back to the home screen and the prompt to enter email or password never pops up so i cant possibly enter any accounts.

Troubleshooting steps i have used:

1. hard resets multiple times

2.multiple power cycles

3.Removed power cable and left it for minutes before restarting

4. tried a different internet connection

5.restarted router multiple times

6. Factory resetted the console

7. tried using wired connection

8. tried to setup console with xbox app

NOTHING WORKS AT ALL!

I have the same isse, i even bought a new xbox and the same problem still persists. Driving me insane

With the help of other posts with that error code, some users said that fixed doing this:

- Delete your account from your xbox one system

- After that, re-enter your profile sign in as a new account.

So in the begin it didnt let me sign in it said Error 0x801901f4 so i delted my account so then i went to add accounts but it didnt let me add the account.

its telling me to sign in with a controller and then its telling me sorry try again later the error code is as follows(as we cant edit posts)

I did as instructed and my situation remains the same. I still cannot add any account into my Xbox and my brother's account reports a 0x801901f4 or a 080190005 error when trying to sign-in. Which was happening to my account and is the reason that I removed
it and tried to add it again, but now I can't.
