    My account profile settings are all set to allow communications:

    • I've tried repairing, resetting, and reinstalling the application.
    • The Xbox Auth service is running.
    • There are no windows updates available that I have not already installed.
    • This is not a child account, my date of birth is set in my account and places me as older than 21 years old.

    I changed all settings on both the Privacy Tabs and Xbox Series X\S, Xbox One, Windows 10 tabs to Blocked, and then over 20 minutes later changed them all back to Everyone/Allowed. Same issue still remains.

    Try to reverse your privacy settings back to blocked state.

    After you do that, wait for 20 minutes and then, change them back to allow. :)

    Look for the Xbox Series / One/Windows 10 Online Safety tab

    Then, change the respective settings there. :)

    Probably is the same issue that's happening on the privacy settings a few days ago with some users as well. :/

    What happens when you try to send any messages?

    i've got almost the same problem... i can't send a message in xbox app on windows 10. if i try the app tolds me that the message couldn't be sent und i should try it later....

    there is not war word about privacy settings. i tried the steps in ScantilyClouds post but it didn't helped.
