Can't send messages to anyone on XBOX

For years i have been unable to send messages to either my friends or any other players on xbox unless i am in a party with them and this has made communicating increasingly difficult for me. I do not believe i have a suspension as i have checked out to
see if i have one and i dont, so i am at a loss as what to do to resolve this problem and i would appreciate any help given to this situation i am in. Thank you.

Are you in a family account with restrictions? You may have to have your parents make some adjustments for you .

Let’s Power Cycle the Console: Please unplug from the power supply for two minutes then try again.

Please Reset your Internet Connection also.

Have you checked in settings>account>privacy & online safety>xbox live privacy>view details & customise>communication & multiplayer to see if you are set up to communicate with just friends or everyone

I've fixed it, all i had to do is verify my account by phone.
