cant request a device service & repair request for my xbox wireless headset?

Because this will have to do with your account specifically, I will have to recommend contacting either Microsoft or Xbox Support directly. This is assuming that the device is registered to your account, and you are hitting this error in the middle of the service request process. A good way to contact support is by going to https://support.xbox.com/contact-us.

Sign into your account that has the device registered, choose Contact Us. Choose Hardware & Network > Warranty, Service, and Repair and choose the console or platform you are using the device with. You should be able to request a call back in the hours of operation listed on the contact us page.
