Do you have an external hard drive. If so you should try moving the game to the other hard drive. Also do you have an xbox one x? Xbox one x's sometimes shut off during cutscenes and gameplay in some games like the latest call of duty, borderlands 3
and resident evil 0. The console will think its overheated and shutdown.

I'd say he's tlaking about the Riddler informants. They only appear after you've played to a certain point in the story mode. and then after that they'll be in all sections of the map and reappear with new ones after you reach another point in the game.
