Can't pay for gamertag name change as I can't change my billing country

So I've been trying to pay to change my gamertag but when I get to the adding billing information and it asks me to put an american state. I try to change my country but the drop box is locked, I also try to change it in settings but it says I changed
my location in the last 12 months which isn't true. I'm stuck and have no idea what to do.

I tried this and it hasn't worked. My settings were already set to my country and it still bills me in dollars. Basically I checked the name, go to claim it and it says it will charge me in dollars. I then go to the billing details and it won't let me
change from 'United States'.
