These bonuses are not for when you make the item, but for when you upgrade them on the grindstone or workbench. Works fine for me, upgraded some hide bracers with and without wearing the bonus giving items and they upgraded better with.

See: At different skill levels, you can upgrade weapons more. However, you need the associated Perk (Ebony Smithing for you in this case) to take full advantage of your Smithing Skill, or else the game halves it and allows you to upgrade your items based
on the halved figure.

1-19 is one threshold. Any weapons will be Fine.

20-39 is another threshold. A Smithing Skill in this range will make Superior items.

40-59 is the next one. A Smithing Skill in this range will make Flawless items.

60-79 gives you Exquisite items, I believe.

80-99 gives you the ability to upgrade items to Epic.

100 makes weapons Legendary, which is the best, obviously

For your Ebony War Axe, you need a Smithing Skill of 70, I believe, to get the Ebony Smithing perk, which allows you to upgrade Ebony items to their full potential based on your Skill. Upgrading the Axe at 70 would give you Exquisite with the Perk, and and
Superior without the Perk. Since you're at 30, smithing something you don't have the Perk for, the game treats your skill as 15 and allows you to upgrade it only to Fine.

Do you upgrade your items, or do you level up yourself? I upgrade my items, so I probably am at a lower level with high stats due to my equipment. It's the smart way to do it, unless you need to put stats into vitality, endurance, strength, dexterity, intelligence,
or faith to make something work efficiently.

No, when you make an item it has a base damage that doesn't change. The only thing that changes the amount of base damage an item does is upgrading it. You can have a weapon that is Epic, then upgrade it again to Legendary , then if your skill level is high
enough you can upgrade it more, if won't change from Legendary but the damage it does will go up.

EDIT: The Black Star is nice but you will still need Grand soul gems when you start enchanting otherwise you'll only be able to enchant one item then have to go find a bandit to kill, enchant another item, go find another bandit to kill.....

I would have a good racing status, but too many people need help with upgrades and cant beat people like me with upgrades, and never think to put the race to no upgraded cars.
