Cant install skyrim after purchasing it on xbox one

I purchased skyrim a few years ago and recently built a new pc and im trying to install skyrim on it (yes i am signed into the proper account), but whenever i click install on my devices it brings up a pop up that says "try that again, something happened on our end, waiting a bit might help" however i have tried waiting a few days even and there is no change, any help?

Skyrim is not a Play Anywhere title. You would need to purchase the game for PC in order to play it on the PC.

Okay from my research there are a few tactics you can try here.

First is clear the 360's cache: Go to System Settings > Memory > Press 'Y' while your HDD is selected, then choose "Clear Cache".

Second is 'power cycle' the 360: Make sure the console is off, then unplug all cables from the back of it. Also unplug the HDD. Leave the console off and everything unplugged for at least a few minutes. Then plug everything back in and boot it up to cycle
all the power through the xbox.
