Can't Install Outer Worlds

I recently purchased Outer Worlds for PC on the Microsoft store: however, I now find that I can't install it on my preferred platform. The game will only download on my small work laptop and not on my gaming desktop, even though I bought it on my desktop.
On my desktop, the install button is greyed out and there is a message saying that "Outer Worlds does not work on this device". When I try to set the download location to my Desktop, only my laptop appears on the list of possible locations.

I've taken every step I can find to make my desktop PC registered on my account and when I check My Devices in My Account they are both there. Is there a reason I can't download my game onto my gaming PC? If so, can I access a refund for the game?

Same here I bought it and I cannot press the install button. Its saying I don't have a linked account which makes no sense.

I’m also having an issue with the OuterWorlds where I’d preordered the game but for some reason everytime I try to open and play the game I keep getting a message saying that to play it i need to buy it when i already did, I don’t know whats going on

It's the pc app that is causing the problems in the download is the day one patch even in it ? I seen similar issues with the Xbox One with missing updates the Microsoft store is actually the worst launcher I've ever used.

To play on your desktop you must meet the minimum requirements and be on your devices, and yes, you can request a refund of the game, the sooner you do it is better

Does system requirements include updated Windows version? I notice it does say so. However I am incapable of updating my windows to said required version. I meet any further requirements.
