Can't install Halo Wars 2

After two days of attempts trying every single solution presented by both Microsoft and by users on the forums, I'm not sure what to do anymore. I'm currently having an issue where my installation of Halo Wars 2 gets stuck on exactly 38.14 MB and just stops.
I'm not having this issue with any other game or app from the Microsoft Store, and I'm using my Gamepass Ultimate subscription to install the game.

I've tried running the app troubleshooter, which just tells me that I have 'hanging or crashing apps' without actually being able to fix it. I've tried running the 'wsreset' command, I've tried running several commands through Windows Powershell, I've tried
uninstalling and reinstalling the Game Service, I've restarted my PC, I've checked for every possible Windows and Windows store update, and still nothing. Please help, I feel exhausted and out of options.

Do a search for just Halo Wars 2. In the results it should show "Halo Wars 2: Demo, Halo Wars 2, Halo Wars 2: Standard Edition" Try clicking the one in the middle and see if that one will start the install for you. I noticed if I choose the standard edition
it wants to install on the console.

ok that worked. It seems odd that the version listed under the game pass is not the one that will allow you to download it...

It gets a bit complicated. If you have Gamepass then all should instal. The console will allow you to have Halo 5: Guardian, Halo Wars 2, Halo Wars De, Halo Spartan Assault and Halo MCC installed. The PC allows Halo CE, Halo, Halo Forge, Halo Wars 2,
Halo Wars DE, Halo Wars Spartan Assault, Halo Wars Spartan Strike and Halo MCC to be installed.

As for paying vs. free, the Microsoft Store should handle that. It might need resetting using a cmd prompt at admin level of wsreset. It takes a bit.

I have had to uninstall and redownload MCC to get it to capture all, but it works!

I performed a clean boot as you told me to, still having the same stuck at 38.14 MB issue.

Thank you for keeping us updated. Are you attempting to install the game from the Xbox (beta) App, Xbox Console Companion App or the Windows Store App? We have seen some cases where installing the game from the Windows Store App will resolve the issue.
Go ahead and cancel the installation and begin installing it from the Windows Store App. You can try initiating the installation from the other two applications as well if the Windows Store App does not work.
