Can't download Netflix or Blu Ray Player, but other stuff downloads fine...?

As a little background, I got an Xbox One S for Christmas and it's my first ever non-PlayStation console so I'm a bit of a fish out of water here. On Christmas day, I set it up with a huge queue of things to download and then left to go attend a party for
several hours. When I returned home, most of my queue had downloaded just fine but some were stuck and a couple were on "Installation Stopped".

Obviously, first method of troubleshooting was to check my connection status. "It's all good, but Xbox Live is down" or something to that effect was the message it gave me, so I waited til the servers were back up and tried again. Netflix and Blu Ray Player
- two which had been stuck when I returned - absolutely refused to download. They'd get stuck at 0% while reporting an inaccurate total file size (eg: "0.008 B of 204.59 KB). Occasionally, they'd jump to 3% with a still-inaccurate total file size... and then
eat all my bandwidth (I left one for HOURS, and according to the Xbox's own bandwidth monitor, it ate through 800MB in its attempts to download a 30MB app) before finally erroring out with "installation stopped" or either annoying me to the point that I just
cancelled them because none of my other devices could get online while they were stuck.

I have since tried everything I can think of AND everything chat support could think of, to absolutely no avail. Hard reboots, cache clearing by pulling the plug, 'keep apps and games' resets, total resets, creating new accounts to try, altering network
settings - none of it works. But to make it more peculiar, it's only these apps (Netflix and Blu Ray Player) and potentially Fallout 3 (though I haven't bothered to try it again lately) which are giving me such headaches.



At present, I have Netflix attempting to download but I have to pause it every 5 minutes or so then resume it for it to show 'progress' - a maximum of 1MB per attempt, while it refuses to show a connection speed. I tried this method twice before, but it
never got more than 50% done before deciding to pull the "installation stopped" error. Blu Ray Player can't even get that far; it just flat out sits there on 0% or 3% for all eternity.

Other apps download properly, and I've even gone through 6GB of successful downloads while updating games since then, all of which went fairly swiftly for my connection and caused no problems. So I don't think the problem is my connection. It seems to be
something in either my console or on Xbox's/Microsoft's end... Yet support is just as stumped as I am.

I'm hoping someone else out there has experienced this and may have some tips for what they did to fix it. I'd rather not have this thing end up being totally useless for streaming or watching dvds/blu-rays.
