Can't download games on Game Pass (frowning face) on game's screen, but can install in Game...

I just did the instructions you provided but it still did not work.

I also tried installing windows 11, and now all games show a sad face and I can't play any of the game pass games.

What can I do to resolve this issue?

I am having the same issue. Purchased Fallout 4 season pass from best buy. Redeemed on xbox.com BEFORE I installed the game. When I installed the game I noticed the Season Pass was not there when I Manage Game for Fallout 4 nor is it available to download.
When I look at the store on my xbox for the season pass it just says Manage, not Installed or the purchase price. When I click Manage it takes me to a blank screen that just has my profile picture and gamer tag in the upper left hand corner. So I can't
find it on my xbox and I can't download it again from the store.

Ah, OK. Try this.....

In the game's main menu, scroll down to "Downloadable content" and click on it, then scroll all the way to the bottom and click on the online pass. A new window will open, so confirm the purchase and you will then own the pass.

To install it, highlight the game's tile in your game library, press the menu button, then choose "Manage game and add-ons", then on the next screen, press A on the game and choose "Manage installation......". On the next screen, you should see the pass listed under "Add-ons". Check the box next to it, click on "Save changes", then it will be downloaded and installed. It's only 108KB, so it will be done in the blink of an eye.
