Can't create a gamertag

It seems this is being a trend now, though I am not seeing any Xbox live status from the Xbox page https://support.xbox.com/en-US/xbox-live-status yet but I am seeing fellow gamers posting in community forums as well and via reddit page https://www.reddit.com/r/xbox/comments/14weai1/...

For the meantime, I suggest you try creating here on this page https://social.xbox.com/changegamertag in case you are still having problem on the page.

Try to go to https://account.microsoft.com page first. Once you are signed in go to https://account.xbox.com/profile page next to see if it will allow you to create one.

But if not, I suggest to try contacting the Xbox support team here https://support.xbox.com/en-us/contact-us to see if there are others who reported it to Xbox directly as there are really no updates yet from the Xbox live service status page and we don't have means here to check if it is a wide issue now as we are just fellow members.

On the page, click on "Contact us" > Subscriptions & billing > I can't redeem a code > Type in "Support" then there you should see option to message or request a callback from the Xbox team. The option I provided here is diferent, this is just a way to easily find the option to reach the Xbox support.

You can't delete gamertags, you would need to create a 4th e-mail to move the unwanted gamertag away.

I'm afraid not.Gamertags can't be merged.

Saves are tied to the gamertag that created them & achievements are also tied to the gamertag that unlocked them & can't be moved to another profile.

I can't create a new account using the email I used for my original gamertag.

That is strange as you mentioned it worked with another account. Could you try verifying your Microsoft account as well through this page https://account.live.com/reputationcheck ? After that, try again if you are still having trouble creating an Xbox profile for your Microsoft account. In case you are still having problems, I suggest to try contacting Xbox support directly on this page https://support.xbox.com/en-US/contact-us just click on "Contact us" > try choosing "Subscriptions & Billing" > Then choose "I don't recognize a charge" > Type "Support" > Click "See contact options" from there it should show you the option to chat with them or request a call.

I know it is not the right category, but this is just a way to easily find the option to contact the Xbox team to have your account checked.
