Can't create a Dev account to use in my Xbox series X

Im just censoring my info, but see the state/province, the difference I've seen from the US region, is that it has a selection option in that area, but in México is just filled in with your words, don't know if that's the problem, but I click next and hold and behold, it makes me refill this again

But the problem is, I fill in everything, don't know if the reason it doesn't let me go to the next page is that im from mexico, but everytime im trying to fill in the state/province is just a white text box, no options like the USA version, I click next and surprise, im back to filling the form all over again

And to which program I should register, is it the ID program that's free or the Creators program that ask a 19 dollar fee, cuz I've seen most videos talk about a fee they have to pay to have a dev account on the Xbox series x
