Cant connect to certain player party or game

I cannot connect with a certain friend. We can’t join party or a game yet both of our NATs are open can anyone help?

Thank you for taking the time to reply to this thread.

If you are merely opening up the
ports used by Xbox Live, then the starting and ending port will both be the same.

The Protocol will either be UDP, TCP, or both of them. Additionally, the IP address that you will be adding onto the port will be the one that you configure on the Xbox One.

The links provided in the response that Xbox Forums Ambassador REN AERO should be able to walk you step-by-step in order for you to configure
this Static IP address on both your console and
PC.

Have you tried to connect through the Xbox app in MS store or through the phone?
