Cant change to a custom gamer pic

I cant change my gamer pic to a custom picture and every time I try it just makes me try again and says try again in a little while but I've tried for days and it doesnt work but it works for my freinds I'm just confused please help me

you can do it from the app or connect a usb on the xbox with your image and add your image to the profile, remember that the change process can take 72 hours to be reflected in your profile

same here i even changed my birthyear on my microsoft account to one of legal adult age but it still says this:

Nope everything in settings is fine I used to be able to get a custom gamer pic but currently I cant

There fixed now and not disabled people can change them but I cant
