Same problems here,but it's allright i think,you have many other things that you can do to purchase your game pass,like websites selling keys or game shops in your city

I won't advertise anything but this could be a solution to your problem

Once you have a code,you go to store - redeem a code and you enter it,then it will automatically install it

I suggest you to use your account in the same region where you are located. If your region is not covered by xbox live this might cause issues with your purchases.
