Cant buy xbox game pass ultimate (try again later error)

When did you subscribed to PC Game Pass or Xbox Game Pass Ultimate? Because according to Xbox Support:

"If you have purchased Game Pass in the last 7 days, please try again later."

Also, the website link tells me "Sorry, this offer is only available to paid PC Game Pass and Xbox Ultimate Game Pass Ultimate members. If you have purchased Game Pass in the last 7 days, please try again later."

Neither of those apply to me, I am a member of Ultimate on PC and have had my account for a long time.

"It didn't work; the link says, 'Unfortunately, this offer is currently only available to members with paid subscriptions to PC Game Pass and Xbox Game Pass Ultimate. If you purchased Game Pass within the last 7 days, please try again later.' However, Game Pass was purchased on September 17th."

I tried to purchase game pass through my computer on the xbox store and I still get this error but only if I try to buy Game Pass ultimate.

I am able to go through to the payment page if I try to buy either the PC or Console versions of game pass, but ultimate gives me this error.
