Can't buy Cities Skylines on sale.

I've really enjoyed the Xbox version of Cities Skylines on free play days and now that the promotion is ending I'm trying to buy the game to own, but every time i click "buy to own" on the Xbox store it says "working..." then the store page refreshes like
nothing happened with no mention of a purchase. I tried to buy the game via the windows store on my PC but it skipped straight to "Trying to install this app on your Xbox" after I clicked to buy it and entered my password, again without seemingly letting me
purchase the game.

What can I do to fix this? I've tried a hard reset and that didn't work, and I've only got about 3 hours left to buy it before the sale ends.

For what it's worth, I'm in the Alpha band of the preview program.

Cities Skylines DLC

They haven’t been released yet. If you read the description it does say yours to download as they release which means once they get released for Xbox you will be able to download them. Hope this helps

To be honest I doubt you'll get a refund.

You must of known the game would be removed from gamepass at some point rendering any dlc you bought useless?

Why not just buy a copy of Cities Skylines? It goes on sale quite often.

Cities Skylines seems to not be a Xbox Play Anywhere title, so you'd have to buy the DLC again for the PC version.

Unfortunately Cities Skylines has been removed from the game pass service, so to keep playing you will have to buy it.
