Can't add parent to account error code: 0x80bd0043

I found the article for the error code however, there is no explanation for the error.

Can you please try adding a parent through the browser? Go to https://account.microsoft.com/family.

Thanks for coming to the forums. We understand have question about parent account. Unfortunately, if your account is set as a child account, it is unable to be made a parent account until the age of 18. If you need parental consent then you need a parent
account. You can add yourself to a
family with the guide.
