Can't Add Account on brand new Xbox Series X

I just bought a new Xbox Series X to replace my Xbox One. I hooked it up to the same network as the old one, which has never had any problems.
Internet is working fine and setup works ok, except for the fact that I can't add an account. Every time I try to add an account, the system shows the loading circle for a few seconds and then just returns to wherever it was, without even an error message.
I've tried restarting, multiple factory resets, logging in with or without the Android app, changing to a different internet provider, using a hotspot and about a dozen other things I saw on the Internet over the last four hours, but nothing.
Global Id shows "(not available)". Not sure if that is a problem with the system itself or if it's because I haven't been able to login to the system yet. The serial number and other IDs appear fine.
I'm in Brazil, using Brazil as my region.
Very frustrating. There is absolutely nothing to do with the system until an account is added.

It seems that you tried a lot of things, but In case you didn't try it, could be nice perform an offline update for your console. In that way Xbox system will be installed from scratch.
For this you need a USB and PC to format it and transfer files provided in the link below (with steps):

I just bought a brand new Xbox One X, but when I go to the store, Flight Simulator and other Xbox Series X/S games say they are "not playable on this device" and I can't get Flight Simulator to install on my brand new Xbox One X because it says it's "not compatible". Very frustrating.

So you bought an Xbox One X and expected to be able to play an Xbox Series X game on it?

Why would a game made for an Xbox Series X work on an Xbox One X?

If you want to play Xbox Series X/S games I would take your brand new Xbox One X back to the store you bought it and see if they will take it back and you could try and buy an Xbox Series S (Series X consoles are very hard to find, but a Series S can be found fairly easilly)

Yeah, there are already 2 brand new consoles the Xbox series X and the Xbox Series S. I think that the new Xbox series X is amazing, but I expect it will be along time before a new console is develpoped.

I am having this problem as well. Brand new series x, brand new controller, brand new batteries. System is up to date and so is the controller. Has to be a software issue, this does not happen on my Xbox One.
