Cannot play any games while offline on home Xbox.

It's usually caused by a couple of reasons.

1. Your Home Xbox is not set as your console. If it isn't, that is one reason you cannot play your games while offline.

2. You haven't put your console in offline only mode.

Also if you cannot make the console go offline, pulling the network cable out (if wired) or turning off the internet can help (if wireless).

I have reset my Xbox, and my home Xbox still cannot play games offline.

Unfortunately not having an Xbox Live Gold subscription is basically like if you're are playing offline. Without a paid subscription you won't be able to play any game online, not just Gears of War 4. Although the Horde mode cannot be played while offline,
you can still play the campaign and host a private multiplayer match on LAN against bots (A.I.) while offline.

In the home menu, select "versus" and then "play on LAN" then select "Host" to create a lobby. From there you should be able to select your match settings and preferences and then set up the bots.

There is no way necessarily to play offline while the console is online. The games would either need to be purchased on his account (you can add prepaid gift cards to his account to make a purchase) or you would need the game on disc in order for him to
play online.
