Cannot log in to account, Cannot connect to internet, Locked via parental controls that...

To give context: About three days ago the power went out in my home. At the time, I had Forza Horizon 4 running. After rebooting my PC and launching FH4, it signed me in and I was able to play the game, however, most options, including ones that involved
internet access, were blocked. It stated that specific options were blocked due to parental control settings. This was odd because I never added settings in place.

After rebooting the game, I then could not get past the starting screen, as it would not sign me into my Microsoft account to proceed, giving me the error code: 0x80860010. This error was not only on FH4, but also the
Xbox Console Companion. I followed the directions seen with this error code via Microsoft support, and it was to do a full PC restart. While this worked in getting into the game, the parental control issue was back again, and all online features were still
blocked.

Now today, after waiting a couple days, I attempted to launch Forza Horizon 4 again. This time, the game, nor Xbox Console Companion, would allow me to sign in to my Microsoft account, stating that I was not connected
to the internet (or it will continue to give me error code 0x80860010) however, any non-Microsoft application will run perfectly, and with a stable internet connection.

I am wondering if my account got locked after the sudden disconnect caused by the power outage, but at this point I am genuinely unsure. Has anybody experienced a situation similar to this? if so, what did you do? The
only step I have not taken to my knowledge is a full reinstall of Forza Horizon 4, which I would much rather not have to do
