Cannot invite daughter to group chat

I cannot invite my daughter to a group chat on Xbox.

When I make a group chat and invite my daughter it fails:

On Xbox: "Try again - we couldn't add everyone to the chat"

On Game bar: "Try again - we couldn't add everyone to the conversation"

On Android Xbox app: silently fails, no error message.

I have a family account and my daughter is part of my family account.

Already tried setting all her parental controls to Allow:

I have set her to "Apps and games rated up to age: Any age"

I've turned everything off and on again, and I've waited over 24 hours (actually weeks) since I changed the settings to permissive.

It's been like this for months.

How can I fix it?

Yes, they are definitely submitted.

I have already been to support, no-one on support chat has been able to fix it yet, I'm waiting on a call-back currently.

Regarding your issue, I suggest that you try to make sure that when you change the privacy settings, that all the changes are successfully submitted.

If the issue still persists please try contacting support so that they can check the account Contact us | Xbox Support.

Party chat is a voice chat with only people that you invite or invite you in a group, in-game chat is the chat with everyone that is in the match you're playing in.

Like when someone confirms me it doesn't invite me to a group chat which is what I want but when I do it invites someone to a chat which I don't want I dont know if i can just confirm them without a group chat

I’ll clarify my question. My wife and son are in a “family” group and my daughter and I are in a separate “family”group. Is there a way to combine the both and make one family? My wife tried to invite us to the family she created but that didn’t seem to work.
