Cannot Install L4D2 DLC: The sacrifice

I just recently bought all the DLC for Left 4 Dead 2, and I was able to install two of them. However, when I go to manage my games DLC, under The Sacrifice, it says it doesn't need to be installed. So I load the game to attempt to play it, but it says I have to purchase it (which I did) and then it says I have to install it and that I should go to manage games. I go there, it says it doesn't need to be installed, sending me in a endless cycle. Did I do something wrong or am I genuinely missing something?

This is definitely a problem on the end of Xbox. I just recently tried to download that same add-on, "The Sacrifice" and have gotten the same results. I've owned it since 2015, and cant seem to download it. I submitted a report about it already.

About the issue that the DLC asks you to be purchased again, can you see the DLC purchase masked as completed here?

If the DLC purchase is there showing as completed, I'd recommend you to follow the steps below:

First, let's clear your Xbox local data and cache:
Press the Xbox Button > My Games and Apps > See All > Manage Queue > Queue > Click on Cancel All > Clear The Queue

Press the Xbox Button > System > Settings > System > Storage > Clear local saved games (Note: Just do this if your saves are saved in the cloud, else they'll be lost)

Press the Xbox Button > Settings > System Settings > Storage.
Highlight a storage device > Press Y > It will open Device Options > Select Clear System Cache.

Delete Left 4 Dead 2.

After that, remove your account:
1. Press the Xbox button.
2. Select System > Settings > Account > Remove accounts.
3. Select the account that you want to remove, and then Remove.
4. Close.

Power Reset:
1. If you have an external HD, please unplug it and let it unplugged for testing purposes.
2. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off.
3. Unplug all the cables (power, HDMI, etc..) and wait 5 minutes.
4. After 5 minutes, plug all the cables in again (except for the external HD) and then turn your console back on by pressing the Xbox button on the console.

Add Account:
1. Press the Xbox button.
2. Select your gamerpic in the upper-left corner of the screen, move all the way down and select Add new.
3. Enter the Email Address and the Password.
4. Read the Microsoft Service Agreement and Privacy Statement, and then select I Accept.
5. Follow the steps to configure your Sign-In & Security preferences to add your Microsoft account to your Xbox console again.

Install Left 4 Dead 2 again and all the DLCs and try to play it. Let me know how it goes.

Nope. I went through every step, even kept my hard drives unplugged and its still saying the same thing. I even tried factory resetting my xbox and not even that worked.

Me and my friend are having the same problem. I reported it on the Xbox report app but who knows if they even see that
