Cannot finish installation of Xbox One discs in "Offline" Mode

Hey there! Whenever I try installing an Xbox One disc-based game, the installation manages to start, but always stops early on at the same exact percentage, and remains frozen there until it inevitably says that the download failed. For example, when trying to install a specific title, the download always stops at 4.4%. I tried installing another disc for a different game, but had the same issue, though it stopped at a slightly higher percentage. However, I am able to successfully install Xbox 360 discs and also any Digital games without any hiccups. In the past, I was able to install everything with no issues. ii

While I have found a workaround for this issue while connected online (initiating the download of the game through the Xbox Store will fix it), I still do not have a solution for successfully installing Xbox One discs while in "Offline" mode, as I am trying to play the Day 0 versions of the games with no patches. I first noticed this issue over a month ago.

Here are some troubleshooting methods that I have already tried, to no avail:

- Clearing "local saved games" data from system storage

- Clearing "persistent storage" under the Blu-ray tab

- Attempting downloads of the discs on both my Xbox One and Xbox Series X

- Performing multiple "hard power resets" on both consoles

- Attempting downloads of 3 different discs, 2 different games

- Signing into a different Xbox profile

- Also worth noting: If trying to download a game in "Offline" mode, the solution of installing through the Xbox Store is not an option. Additionally, attempting to install the game via remote play on the Xbox app is not an option while in Offline mode either.

- Another thing: this issue is not related to any Internet issues. I am able to successfully download Digital versions of the same games very quickly with no pauses in installation.

If you have any suggestions or fixes beyond those that I have already tested, please let me know.

Call of Duty: Advanced Warfare (2014) and Call of Duty: Black Ops III (2015) are the two games I own on disc for Xbox One, and they both fail at a certain percentage when trying to install from the disc. In the past, I was able to install both games while in Offline mode, allowing me to play offline on the version of the game without any patches, something that I am trying to achieve again. The installation bug that I am experiencing also happens when I am connected online, though as mentioned in other posts, there is a workaround to fix it, by searching for the game through the Xbox Store, rather than downloading it through the game's icon on the Home or "My Games and Apps." I cannot access the Xbox Store while in Offline mode though, so that workaround is not an option.

Thanks, the strange thing is that you can install disc games offline, workarounds are not required.

I can advise you performing an offline update for your consoles if you already tried power cycling the console

In that way Xbox system will be updated from scratch. (In case there is some cached files causing the issue)

**Just in case, worth giving a shot performing a factory reset but keeping games and apps before proceeding with the offline update:

Go to Settings > System > Console info > reset and then select keep my games and apps

The issue is happening on both consoles - the Xbox One and Xbox Series X. It only seems to happen with Xbox One discs. I have no issue installing Xbox 360 discs or Digital games.

And, is this happening when you're offline?

The issue with the Xbox One discs failing their installation at a certain percentage happens both online and offline. However, I discovered a workaround for the issue for when I am connected Online (searching for the game on the Store to initiate the download, as opposed to visiting My Games and Apps). However, I am now trying to find a solution that would allow me to install these discs while in Offline mode specifically, as the workaround doesn't work while Offline.
