    It gets stuck after about 99.9%

    I've already tried ms-store reset, ending tasks, ive tried downloading through Microsoft store. I think the only option I have left outside of formatting my whole machine (which is not happening) is to remove the registry keys ? Anyways it's quite frustrating as I can't play most games offered on game pass for one reason or another. (I also have an issue with EA games, but that's for another post, and probably for EA games to handle themselves)

    Of course the Gears of War franchise isn't finished. It makes too much money for Microsoft Studios and Epic Games to let it "die."

    The studio Ensemble Studios who made Halo Wars sadly got dissolved and absorbed into Microsoft Games. A sequel would of been more likely now if they were still around but 343 is busy working on Halo 4 right now.

    there is more than that. those are the only confirmed games releasing this year so far gears of war will have another game with a year. maybe some more spin offs of halo like halo wars, odst and reach. I heard Black Tusk studios is working on a new franchise
    equal to halo and also working on a couple other games. I think there are a few unannounced studios that microsoft bought working on exclusives.

    It says
    here     on the Microsoft Store that Halo Wars 2 is about a 30GB download.

    With the Ultimate Edition, you're getting the Season Pass DLC and Halo Wars: Definitive Edition (~9GB), making this
    over a 40GB download in total.

    The "finished" parts you see are probably the smaller items getting downloaded first. Allow the game to fully download without interruption.

    I highly doubt, Microsoft will allow it either..
