"Cannot download update..." on xbox 360s Model 1439

It's September 2019. Can't do much without downloading the latest update, but it starts downloading then says gives a download error. When we restart it asks us to reformat the internal storage. The reformatting is successful but it doens't resolve the
first issue of getting the update. Help!

A problem you might be having is that the internet might be fluctuating between connections, so you might be disconnecting from the network.
