Cannot Connect to a LAN World Minecraft Bedrock (PE) Edition

I am trying to connect two Kindle Fire devices together through a router with no internet access. When both are connected, each device can see that the other is in a world (when they are in a world). It shows a "1" next to the friends icon in the top bar.
However, the world does not show up usually.

The one exception is when both connect to a router with internet, and then connect to the internet-less router. Then they can see the other is in a world and also see the world normally. But, when one tries to connect to the other, it times out.

When offline, there is a message that says "You cannot play online multiplayer because of how your Microsoft Account is set up. Review and change your privacy settings at aka.ms/accountsettings." When I go to the url, everything is set to "Allow" under Xbox
One/Windows 10 Online Safety.

I also cannot chat normally when offline. I tried to say the coordinates to an end portal once while offline, and it said I couldn't because of how my Microsoft Account was set up. My Microsoft account is in a family, and I am an adult. I don't know if that'd
have anything to do with it, but I thought you should know.

To be honest, I have always had issues with the Pocket Edition whether it was on my Fire Tablet or on my day to day phone. I would check

here to get support on the issue. To this day I am still not sure why I can't play on the app with my wife on Xbox.

Thank you for posting on the Xbox forums!

I don't think you will be able to play multiplayer on Minecraft without an internet connection since the game won't be able to gather world data and other data like your Microsoft account privacy settings.

I believe you may find a better answer on the Minecraft forums or the Mojang
support site for better assistance and maybe somebody who has attempted what you are trying to accomplish can confirm or deny that it works without internet connection.

Minecraft PE was discontinued in 2017. It was replaced with Minecraft Bedrock Edition which is simply known as just Minecraft.
