It says that the console cannot connect to xbox live and asks me to test my network connection. However I am connected when I attempt to play any other game online.

Same here. Started happening to me yesterday. Asks if I want to connect from the get go then tells me I'm not connected to xbox live when I can play my other online games just fine.

if a gamertag is never connected to xbox live, ever, on a 360 it is a local profile. you cannot use that on other devices.

you would need to connect it to live (xbox live free is fine) and then sign into it on the lumia
