Cannot connect controller in games no matter what?????

My son and I both have two separate accounts, we have both been able to play CoD: Modern Warfare for months now on split screen multiplayer, and now it won't even let a second person join in. No matter what, we cannot get a second controller to allow us to play split screen. I've tried two used controllers, and neither will work, then i even bought a wired controller and still nothing. I've tried playing 10 different co-op/split screen games, and still nothing. I can click buttons and sign someone in on that controller, BUT it will not allow that person to simply hit "A" and sign into that specific game, it's not the controller as i have bought a brand new wired one, it's a corrupted file somewhere or a connection problem. I've power cycled, I've cleared cache, I've cleared MAC address, I've disable cross play in games, absolutely nothing is working!!! We have downloaded and tried 10+ split screen verified games now and nothing will let a second controller join!

Zion, did you try using a third account to see if the issue is happening with all accounts?

Or maybe changing who opens the game first, I mean. If you normally are the one that starts the game and then your brothers joins, do the opposite.

It happens with all accounts, whoever the second player is, just doesn't work. Doesn't matter who opens the game, I've tried logging in with both controllers on and signed in, tried with just one signed in and then another logging in. Its like the "Press A to Join" for the second player doesn't work. The second player can navigate menus and log in just not join, ever!
