cannot change my xbox gamertag because it thinks I'm in the US

No amount of googling to troubleshoot is working,

I am located in Australia, all my windows settings and profile information shows Australia as the region but whenever i go to customize and change gamer tag on the xbox account it gets me to enter the new name, check availability, change name - then the problems start. The next pop up is:

when i go to add a way to pay and add my card information the bottom has boxes to add your address the drop down box is locked to United States with a US Zip code aswell. cannot proceed from there.

at the bottom of the screen again is a 'change your settings in microsoft account' which is useless since my account shows my correct region as Australia EST.

I can see I'm not the only person having this issue, and i can't change the name through a console since i don't own one, I am on PC only.

seemed like an easy fix, I should've checked both

it was set to english - Australia on Microsoft but not on xbox

When you sign in to https://social.xbox.com/changegamertag make sure that your locale is set to Australia.

Also changing gamertag back to the previous one cannot be done because the gamertag was already tagged by the Xbox System as used and it cannot be used anymore.
