Can you view recent downloads in new update?

That was something that was recently updated. You can click the "News" icon on your home screen to read more information. However the suggestion of a classic view is a good idea! You can leave that suggestion over on the
Xbox Feedback site.

Currently game updates are not viewing on the Download Queue. All you can do at the current time is wait for it to finish. Hopefully there will be an update that allows the game update progress to be monitored as well.

How recently did you download the file from the website? I believe it was updated mid-day yesterday with the new version.

Based on your report, it does seems that you might've found a bug on the new update, that is worth reporting through the Feedback Hub. You can also try to uninstall the last update. To do that, click the Start button, then go to Settings. Once the Settings app opens, click Update & Security. From the list in the center of the window, click “View update history,” then “Uninstall updates” in the top-left corner.

This will open a Control Panel window listing all the recently installed updates to your computer. By default, this list is filtered into groups and sorted with the most recent updates at the top.

I would open up the Windows 10 store, then go to the Downloads and Updates section and see if the app was updated recently. That could be a cause. Or you could go to Settings > Update & Security > View update history and see if Windows updated recently?

Could be a wide range of things, such as they developed an update on a Dev/Insider build that has that service, didn't realize it was a new dependency, and pushed it public, or it could be an old service in Windows that was degraded or no longer supported
and taken out, but wasn't updated in the app.

So I'd check if either/both the App or the OS were updated, and that would provide more information. Either way, reporting the bug and details to Gameloft is the way to go, as they will need to do the leg work to get it fixed either way.
