Can you request for games and Microsoft will and them to the Microsoft store?

If you purchased Minecraft from Microsoft, then you can request a refund here, xbox.com/refund. If you got the game from a different digital store, then you will need to contact them to get a refund.

I think that I need a callback from them, to justify my request and I hope that they will accept it.

In general, is it possible to refund it ?? I thought that any Microsoft store game can work on the PC

I totally understand, however, you have purchased the base game on Steam which is a different platform from Microsoft Store, you can only install the add-ons that you have if you have purchased the base game on Microsoft Store.
