not until they release their cloud streaming service which will be like gaikai. I am hoping it will release in the first year after xbox one launch.

go to settings and network, switch to offline mode and any games that don't rely on an internet connection (i.e Destiny, PVZ Etc) should be ok to play, acheivements will not pop until you go back online.

The game has to support cross-platform multiplayer and only select few titles support this feature. GTA V is unfortunately not one of these games.
