Can you gift someone a game if you did not purchase it as a gift?

My friend bought a digital copy of Forza Horizon 5 from the Microsoft store from their laptop, but they did not purchase it as a gift. Can they still gift it to me if they have not downloaded the game? Or should they have received a game code that they can send to me so I can download the game onto my Xbox Series S? Or is this not possible?
