No they cannot, unless you are pplayint a commercially licensed product like rare replay or Atari anthology

Using emulators, or any other form of piracy on Xbox can result in account and hardware bans, regardless of what you have heard elsewhere

CSD simply because it's not viable, if it was as easy as "creating an emulator" they would do it.

But you are also running risk of people then exporting that emulator and it finding its way onto PC and people pirating.

not only that but to emulate a platform you need vast amounts of the power of the platform to emulate and it is very difficult to do so, you have to translate that in real-time which is a lot of calculations to run, think of it as a person translating what
you say into say chinese in real-time and any errors it can potentially crash the game so it's not risk free.

Even PS3 emulator in "gakai" is just a streaming service and won't be available until 2014, you want my advice? you want a 360 emulator? just keep your 360.

Xbox Play Anywhere is NOT an emulator. The Xbox Play Anywhere games are compiled for the Windows 10 PC platform as well as Xbox. There is no emulation going on, which would unnecessarily slow down the games. They run natively on Windows 10, not an emulated
Xbox environment.

I am pretty sure both consoles will see their emulators eventually. I think you are confusing piracy and emulation. You see emulation is basically legacy support for titles. It is what happens when a manufacturer abandons its platform, and is no longer providing
support. Anyone looking for a current gen emulator would most certainly be doing so with piracy in mind. The hardware is still supported, and will be supported for years to come. Further more you don't really need a emulator to pirate. All the platforms have
been hacked, and can be used to run pirated games.

Emulation basically happens when there just isn't any alternative. While some developers have tried to make a fuss about emulation. It is on solid legal ground, and frankly most developers either don't care, or actively support hobbyist emulation, because
they are no longer going to make money off of the game, and emulation serves to preserve their work for future generations. Most emulators are a act of love really. Someone can't bare to see a game they love slide into oblivion as the consoles that were used
to run it have all broken down.
