can you download new league rules?

i have nascar inside line (last years game, 2013) with nascars new rule changes for the chase and qualifiying will i be able to download the rules and use them in the game from last year?

Well if you're the commissioner in your league you can sim those games... it shows in the league schedule just how many times they've restarted their games... most of the time people restart because of certain players getting injured for long periods of
time as oppose to them losing the game. Or if you're the Commissioner you can instill a rule amongst your members about restarting and start giving the rule breakers the boot... There solved....

i am just starting a new league. play be sim rules, 6 min quarters no accelerated clock. Injuries, panalties, fatigue, and trading on. The only real rule is to play as you would normally (no going for it on 4th down in your own territory unless trailing
in the 4th, no onside kicks without the same. Other than that rules are pretty laid back.
