I'm very sorry for the problem you're going through, with the intention of being able to help you, I did an internal search on the Microsoft forum and found a post by Kimmy_24, an independent advisor, where he mentioned some steps to resolve this error and I thought it was good information to share with you. and try to solve this problem:

try restarting your computer and then start Steam.

You can then right-click the game in your Library or click the game Library page gear icon on the far right.

From the drop-down menu, select Properties...

Select the Local Files tab and click the Verify Integrity of Game Files button.

Have you tried restarting your PC? If not, do it, look at the menu before pressing start game. Look for sign out. Then log out, the game will restart and then log back in with your account.

It seems that there is a general issue with Forza Horizon 4 servers, and it is being currently investigated by their team!

So just to clarify, are your updates failing when your xbox goes to install them? If so, could you also run the network diagnostic test found in system > network settings and paste the results here to help us see if there are any errors or issues with your
